Free hosting providers?
Are there any services out there that offer a free-tier hosting option? looking for a VPS besides from Amazon. ideally something less corporate and more "cyberpunk" with XMR payments, though that's not necessary.
if the topic isn't apporpiate it's only because I couldn't find a more suiting forum.

Free as in pubnix? Plenty of those. Not aware of free VM providers, apart from the free tiers on big cloud fiefdoms. Slightly smaller ones like fly.io have a kind of free (under $5 charges is waived).

Just any VPS provider.
I used to use vultr, never had issues.

is paid but cheap
There are doubtless non openbsd options but searching for someone that supports BSD is likely to find you more interesting providers
