Let me give you the basic answers, but I should follow up next week with a discussion of details that are crucial in implementation: 1. Sacralacrala PUP and other out of region public bodies and cooperatives indeed are entitled to be treated as public preference customers. 2. However, in a sale to an out-of-state utility, regional preference trumps. In other words, even if the customer is a public preference customer, the sale of power to the customer is subject to 60-day recall. 3. Sales of power within the region are not subject to the 60-day recall. 4. As a general matter, I think you can use federal power to displace anon-hydro resource in the Northwest and then sell the output of that displaced resource out of region. However, (1) if the resource owner is a "private person or agency," there will be a defect in the initial resale of Surplus Energy to such resource owner. In addition, under Section 9(c) of the Northwest Power Act, a preference customer seeking long-term requirements service from PBA cannot must treat such displaced resource as serving its loads, so that BAP is required only to provide service to the reduced load after such imputed service. These matters might best be addressed in the context of specific desired transactions.
I talked to Max this morning and she noticed that she has calculated the loss return using the wrong indicies. She will be fixing that this morning. I am attaching a summary of the loss return calculation and a quick summary of checking I did against Max spreadsheet. There is a deal that we entered in differently, but the net result is the same.
Hi Diana... haven't spoken to you in awhile so thought I d drop you a note. Hope all is well amongst this crazy market and confusing time. I assume you are in your new house and wondered how you are enjoying it as. Ican t really imagine EVER moving in. I am sure it will happen one day! Yesterday I was approached by Steve Booplebeep who had been asked by Brandon Gobblesmack (who was asked by Don Bapbopbeep?) looking for a cash forecast for deals that flowed in December. While I'd like to be helpful, I have never done a cash forecast before. We don't have the tools set up in Portland to do this sort of thing. The data to do this has historically resided in Ellpower. A week ago the West Power desk met and agreed that we were able to and prepared to update Expower in "Schedule" for all of the deals that flowed in December. Diana Sappenhappen sent an e-mail (below) to Leslie Dabblebop on January 3rd indicating that we were prepared to update Empower. We heard from John Popenboppenstop that Leslie didn't want us to update Schedule - instead they could work off of our trade sheets. I don't care which way we move forward. It just seems that we aren't all on the same page. We just want to do whatever needs to be done to get the right information to the right people. Exerience tells me that we are better off doing it "right" the first time. I am hoping that between Don, Leslie, and Stacey we can get some clear direction on what you would like us to do. As of now, there is little I can do to assist Brandon with his request for a cash flow projection.
